Korean people, especailly Seoul citizen, really have great passion on expressing themselves.
So I think that they would be able to really enjoy festivals with thier passion if there is a chance.
Seoul City holds 'Hi Seoul Festival' every year.
However, I think it is not enough to drag them to join in the festival unfortunately.

If we make more facinating festivals in seoul, it could make seoul more interesting for Koreans and also Visitors.
